Mr. Dulal Halder serves as Vice President (Business Development) of ONGC Videsh, New Delhi. During his 23 years of professional career in ONGC & ONGC Videsh, Mr. Halder has gained diverse experience in technical, commercial, business development, project management and strategic planning. He specializes in the entire gamut of oil and gas M&A including technical, legal and financial due diligence, economic evaluation, risk analysis, negotiating SPA/SHA, navigating condition precedents and deal completion. He been leading project teams of world’s top-tier investment bankers, corporate law firms and petroleum experts in evaluating, negotiating and closing multiple cross-border M&A transactions.

Mr. Halder is working in ONGC Videsh from 2001 onwards as the core team member for global acquisitions. During this period, the company has grown from a single asset owner to acquiring 37 assets in 17 countries. He has steered many of these transactions around the world during the last one and half decade. He was directly responsible for M&A ventures in Sudan, South Sudan, Russia, Cuba, Venezuela, Ecuador, Angola, Equatorial Guinea, Nigeria, Sao Tome Principe, Gabon, Qatar, Malaysia, New Zealand and Canada.

Mr. Halder served as ONGC Videsh’s Country Manager in Nigeria during 2007-2010 and lived in Lagos with responsibilities of negotiating PSCs and managing JV operations during deep sea drilling on behalf of ONGC Videsh and its JV partners Mittal Investments Sarl and TOTAL E&P.

Mr. Halder has written a number of resource papers on hydrocarbon energy security of India including the Government’s Sub-Committee report on ‘Acquisition of Oil and Gas Abroad by India’ for the 12th Five Year Plan (2012-2017). He is actively associated with organising major energy conferences in India i.e. Petrotech, Urja Sangam and India-Africa Hydrocarbon Conference. He has been part of Indian delegation at world energy summits like IEF, NOC Conferences, IHS CERA Week and World Petroleum Congress.

He is a member of the Society of Petroleum Engineers, USA and holds a first class Bachelor Degree in Petroleum Engineering from Indian Institute of Technology (ISM) Dhanbad and MBA from Narsee Monjee Institute of Management Studies, Mumbai University.
